To place the location of the main hubs on the site, historical settlement locations were first located. Historically, Balandra Bay was inhabited by natives + a network of 5 missions connected by the "Camino Real." Each one of the mission locations offered a distinct location advantage/distinction. Utilizing this concept of an interconnected network of regionally distinct hubs, the subsequent locations of regions within the new city plan were developed.
